The City Clerk is hired to record each measure and keep the official minutes of all regular and special council meetings. The City Clerk publishes a summary of all ordinances, maintains all resolutions and codes for the publics use and is the custodian of the City Seal.
The major components of the City Clerk’s Office include:
- Archiving City Council documents, official proceedings, ordinances, and resolutions
- Processing Board and commission applications and appointments
- Billing city utilities such as water, sewer, and solid waste
- City Hall general information center
- Conducting Notary Public services
- Providing Oaths of Office for City Council and Commission members
- Publishing of legal notices
- Recording of official documents
- Assisting City Administrator in preparing the annual budget
- Publishing City Council proceedings including all claims
- Publishing all ordinances, enactments, proceedings and official notices requiring publication
- Maintaining copies of all effective City ordinances and codes
- Maintaining all City records and documents
- Providing copies of public documents
- Attending council meetings and meetings of committees, boards and commissions as directed by the Council
- Issuing or revoking licenses and permits authorized by the Code of Ordinances
- Providing election duties as mandated by Code of Iowa, Sec. 376.4 and 376.6
- Maintaining custody, accurate record of all money or securities received, accurate account of all disbursements and property, and deposits all funds of the City.
- Reconciling depository statements and certify balances of cash and investments to the City Council
- Keeping a register of all bonds outstanding including payments of interest and principal
- Managing accounts payable, payroll, financial statements and insurance
- Supervising two full-time and one part-time City Clerk’s Office staff
